Overview


The Civil Service Operator course supplements the Remote Pilot Certification Commercial Operator course and educates the Public Operator on the proper procedures directly relevant to their application. The few extra hours spent in the supplemental course allow for a focused, application based discussion with the instructors. The Public sUAS Operator needs to be aware of all of the Part 107 requirements, but also needs to know the processes in place for operations under a COA and the process to obtain it. Our program is the first to recognize and provide a solution to this need.

Classroom

Our instructors will provide you with the required knowledge to become a certified remote pilot. We limit the number of students to fourteen (14) to promote discussion.

Flight

Each student will have the opportunity to fly with our instructors to further their knowledge level in a safe and supervised environment.

FAA Knowledge Exam

Once the course is complete, we assist students in scheduling their FAA aeronautical knowledge test at one of our approved knowledge testing centers.

Civil Service Supplement


The expanded course provides a more in-depth study of the differences between Recreational, Commercial, and Public Entity applications. The Commercial course provides instruction in all of the information a professional sUAS Operator needs to safely and efficiently operate for a commercial, or business entity. There are a different set of rules for a government, or public, sUAS operator.  Although it can be a difficult process to navigate on your own, UND has the experience and knowledge to ensure your operation will comply with all FAA safety and regulatory guidance to operate safely, legally, and efficiently from the start.

  • We recommend that students purchase and study “UAS Remote Pilot Test Prep” materials from ASA.
  • We also recommend student Remote Pilots bring a UAS operator log. ASA offers a logbook that provides record-keeping for commercial operations.

  •  The course is completed over a three-day period. Each day will consist of a classroom portion and a flight portion.
  • DJI Mavic multi-rotors will be provided for students to use. If a student has a drone that they would like to bring, they are asked to have prior permission.
  • The class sizes are kept small, maximum of fourteen (14) students for each session.
  • Outdoor flying is preferred but if the weather outside prohibits this students will be able to fly indoors.
  • After completing the commercial remote pilot course the student will be assisted in scheduling their knowledge exam at our FAA testing center. It is recommended to that each student take some time to study on their own to ensure they have fully grasped the necessary knowledge.
  • You want Actual Flight Training instead of just “Test Prep”.
  • You are over the age of 16 and are proficient in the English language. You must also be in a physical and mental condition to safely operate a small UAS.
  • You plan to operate an aircraft classified as a small Unmanned Aircraft System (sUAS), drone, Remotely Piloted Aircraft (RPA), or remote control (R/C) airplane for hire or related to a business.
  • You are planning to operate remote aircraft and are looking for a course that provides instruction both in operation and in regulation.
  • You are not a manned aircraft pilot with significant R/C experience
  • You want training that helps you succeed, not just gives you enough information to pass a test.
  • You plan to fly an R/C airplane or race drones only as a hobby.
  • You want to learn to fly your own device without assistance.
  • You just want to get by with a “Test Prep” course.
    Regardless of the above, you need to know the following definitions, because it is fully possible to violate the FAA’s rules without knowing you are in violation. We have seen local commercial sUAS operators violate the FAA regulations inadvertently.
  • A commercial operator according to 14 CFR 1.1 is “a person who, for compensation or hire, engages in the carriage by aircraft in air commerce of persons or property, other than as an air carrier or foreign air carrier or under the authority of Part 375 of this title. Where it is doubtful that an operation is for compensation or hire, the test applied is whether the carriage by air is merely incidental to the person’s other business or is, in itself, a major enterprise for profit.”
  • The FAA has a difficult to understand definition of “commercial operations”. The basic idea is that if an operation is conducted for “compensation or hire”, then it is a commercial operation, which requires a commercial sUAS certificate. The difficulty comes with the FAA’s definition of “compensation”.  Compensation may be direct payment, but it could also be good will received by the operator.

A farmer who surveys his crops that feeds only his or her family with an sUAS doesn’t need a part 107 certificate, but if they sell any part of that crop, it is a commercial operation, and requires the certificate.

  • Most people over the age of 16 can attend. The FAA requirements state that you must also be proficient in the English language and in a physical and mental condition to safely operate a small UAS. There is no FAA requirement for a medical exam.
  • If you have a pilot certificate for a manned aircraft, you do not need to take the test at an FAA-approved knowledge testing center. You may still take our course for the hands-on training if you are new to being a remote pilot, or if you want the flight experience.
